The DNC list is NOT a magic call-stopping switch (aka a call blocker).

You are right.  DNC should penalize sufficiently the owner of any phone number that has been placed on one's DNC list.  That was the original intent of the list in the first place.

Why would the penalize people who put their number on the list?

I don't think that Oliver R. meant the person who posts the number would be penalized BUT that the number which had been REPORTED and posted on a list SHOULD be penalized.  For instance; if my number was reported and POSTED, I should be penalized.  I think that the number should be penalized EVERY TIME it's reported - increasing in amount!
