Who called from 2819822498

I am on the Do Not Call list.  Why do I keep getting these types of calls?

I live in Michigan, called me on 8/12/2011 at 3:20est. I didnt answer and no voicemail was left.

Got a call from this number today.  Did not answer and no message was left.

received a missed call from this number no message left tried to call the number back comes up as not a working number

They can get the person that hacked Palin's email address. They can find a cow that was imported from Canada years earlier. Yet they can't get these spammers. I see corruption and kickbacks and no other plausible explanation...
