I got the same BS call today from the robotic voice saying this was my last chance before having to appear before a Federal Magistrate. No name to call or who they were looking for.
Justin is spot on. However, this doesn't fall under the DNC. The DNC is for telemarketers, sales and services only. Debt Collections falls under the FDCPA laws as a rule.
