Collection agency. They think I'm someone else and refuse to lose my number, this has been going on for 4 years, ever since someone got an on-line payday loan and happened to use my cell number. The lending institution hiring these guys simply turns it over to some other agency and eventually I get another call. Is there anything I can do about it? No, I am not allowed to find out who hires them. Am I fed up? You bet. This practice could be regulated and considered harassment, but that would be bad for business. Just another of the many manifestations of our government allowing big money to bend us all over in exchange for cash to get re-elected. The outlook for the future is bleak, our politicians are bought and paid for. Special interests have gotten control of our government and aren't going to let go any time soon.
Actually it is illegal, and there are several steps you could have taken to stop this. Now if you are really interested, here is where you need to go and what you need to know:
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes. The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

They left a message to call them immediately. A pay day loan I never had. They will not stop calling even though I told them they have the wrong number.
