Please understand that the Do Not Call list works only for legitimate telemarketers in the US. These scamming calls about Windows errors are coming from overseas, most likely India, where no US law or regulation applies.
Think of it this way: if you are registered with the DNC list, ANY call you get from a telemarketer is immediately identified as a scam. You should ignore all such calls.
If they persist to the point of really annoying, look into a call blocker and block the number(s) the calls are coming from.

Try shutting down your answering machine or voicemail to unknown numbers then. Be patient and wait it out. If you just let the phone ring, your volume of junk calls will gradually decrease since they're coming away without a bite.
