Update; I called the number and he claimed to be Dustin Carter from the IRS. He had such a deep accent (India) that I couldn't understand half of what he said, but I did get that they claim I owe $3000 in taxes. I asked why didn't they mail me a bill and he said it came back no address. When I said I doubted he was from the IRS he said they will be issuing a warrant against me within the hour and hung up. So I called the IRS and I do not owe taxes or have any pending action against me. I filed a report with .gov. Even as I type this the pos left another threatening phone message.
