Same situation happened to me this morning. Some guy called to my cell phone, waited few seconds before he introduced himself. He stated his introduction with a warning that he is recording the conversations, and asking me if I have applied for pursuing further education, period! I didn't say anything except, "oh, and, no." The tone of his voice was calm, and asked me with his second question, if anyone in my family members are interested in pursuing further education. I repeated the three words again, and his final sentence was: "Thank you very much for your time, bye-bye." Some idiot was trying to phishing for my personal ID and I bet he was trying to take some money out from my checking account.
So I got 3 missed calls from this number so I called it back, just being curious, then this guy name Fred answered and he said the creepiest thing. He was like is this [name here]? so I just hung up since I was freaked out, and really weird.... I don't understand how he knew my name but.... I don't know...
They have records of your information tied to your number, like caller ID but with your info. So when you call, your info pops up on their screen. They expect people to want to call back
