I get at least 2 calls from this outfit a month. Broken, barely intelligible English. Opening, 'Good afternoon, how are you? pleasantries'  I cut short with "State YOUR NAME , COMPANY and the PURPOSE OF YOUR CALL!...  

"Hello, we are the Computer Bureau calling you about your computer..."  

I cut them short and instruct them to place me on their DO NOT CALL list (mandated by US law) and advise them I am included in the  National DO NOT CALL Directory.  Your call is punishable by fines AND imprisonment.  NEVER CALL AGAIN!!!
[-HANG UP-]

Yet they persist.

They persist because it is an overseas operation. They are based in nations that are not willing to cooperate with our investigations into these matters.
Having said that, you might want to consider a call blocking device. There are plenty of models available and a simple search of the net could help you find one that fits your needs.

Got the call from "Simon Martin" from this Unknown Caller.  Said he he worked for the Windows Technical Dept authorized by Microsoft.  I said I needed to verify his information and to give me his call back number, which was this one, 302-409-0982.  Then I googled the number and found this.  It is also listed on ScamGuard, FYI as a know scam.

I have received 3 calls regarding "error reports" on my Microsoft computer and have been told I am in danger of my hard drive crashing.  The individual said he will call back again on Monday even though I told him I did not want to hear from him again !

Consider getting a call blocking device or phone.. You can google them and many are around $50.00 or so. If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.
