CALL 3X, NO MESSAGE. WHO DOES THAT?

Just got a call; I picked up & they hung up on me.

Got a call and voice message from this number.  I could not figure out what language it was, but 2 ladies were having a conversation.  It sounded as if the number got accidentally dialed and they even do not know about it as they were talking passively with each other as if they are not on a call.

I got a call and when I answered it, the phone was ringing like I had dialed the number. I hung up before anyone answered.
