Samara, take a deep breadth and say SCAM!  That's what this is...a SCAM.  If you call the number back you'll get a very unprofessional sounding "If you've reached this recording we are busy with other customers, etc."  The SSA administration identifies itself as such immediately.  THIS IS A SCAM.  Don't call them back.  Don't answer if they call again.  Block the number.  If you're concerned about it, call the real SSA.  Here is their web site with appropriate phone numbers.

I HAD been getting these calls for my elderly, partially deaf Father on both phone lines at my home, under a number that was stationed out of Utah. I filed a complaint with the Utah State's Atty. Gen.'s office, and NOW these calls are coming in from an Arkansas and Illinois numbers. The computer that calls pauses and speaks my Father's name after demanding that this unnamed company will have warrants for my Father's arrest issued if he does not immediately call them back and provide them with his Social Security number.
We contacted our local BBB and was told this is a phone scam that has been going around the country. One number they used was: (801)889-1957, others were: (501)476-5109 and (678)816-1650. Now it seems they are using (307) 274-4914.
My Father has no outstanding credit cards or other bills, so there is no reason someone should be calling. This is an attempted elder-scam.
I'm SURE they're using spoofing software.
Please stop them.

UPDATE:
I heard back from the Arkansas ATTY Gen's Offc:

The Attorney General’s office cannot prosecute these people. It is known that these type of scams are outside the country. They use “burn” phones which allows them to get any number and area code they choose. Also, a “burn” phone cannot be traced. The best thing to do in this situation is of course recognize these are scams but also file a report with the FTC (Federal Trade Commission). You can do this at their website www.ftc.gov or by calling them at 1-877-382-4357. Please do not hesitate to call or email us if we can be of further assistance to you.
