I did some research on this number and it came up with the provider as Level 3 Communications. I called them and explained the situation and they let me know the number was assigned to a company called 8x8, Inc. I called them at the number Level 3 gave me 408-329-4911 and explained the issue to the gentleman who answered the phone. He did a search on that number to check if it was one of their clients. Sure enough, it was so he took my number down and said he would escalate it because that could be considered harassment.
API and they hang up on you if you answer and they do not leave a message and if you call them back they say to leave your number if you want it removed from their calling records but the box is full so you can't leave a message. I now have them blocked.
They called me several times and hang up when i answer and when i call back i get a recorded message never a live person. you can not get your number removed from their call list because the message box is always gull so i blocked them from my phone line via tmoble
I am getting the same thing. They call me miultiple times durring the day. If I answer the call they hang up. If I ignore the call they don't leave a message. I call the number back and I get that same message..."Thank you for calling API..." But the mailbox is full!

Update... The person my case was escalated to called me and let me know that their client was named "Preferred Super Savers" and he was going to contact them to have them stop calling me. I asked for their number but he was reluctant to give it to me. He said if this continues then I can call him directly.
