In line with other's complaints, the major carriers are selling regulated bandwidth, airwaves, and/or phone lines (which are public utilities) to 3rd parties who in turn, sell them to criminals (usually located offshore but with domestic looking numbers) who have purchased your information fraudulently as a result of one or more data breaches.
You should file complaints with all the Federal (FCC, FTC, CFPB, DOJ, FBI, etc.) and State agencies (Attorney General's Office, Public Utilities Commission, Governor’s Office, etc.) every time you receive such a call. You can/should also file the same complaint with the respective Office of Inspector General for each Federal agency to insure that such agency performs their regulatory and enforcement duties.
Additionally, you should bring an action against each carrier, their executives and all subsequent buyers/carriers/providers of such services (Google for the headquarters, Edgar SEC, etc.) in small claims court (no attorneys allowed) and subpoena all records related to the call as well as the name, contact and all billing information for the party paying the carrier’s and their 3rd party customers for use of their services which are necessary to reach you with their illegal calls. Also, serve a Notice to Produce such documents at the hearing. Ask for a contempt order and sanctions if they fail to produce the documents. File a suit every time you receive such a call. Have a uniformed officer serve all documents upon the executives where they live (check your local real estate and/or property tax website for their address).
Also, for each such call, consider an email blast of your complaint to every elected official who represents you (or are members of any committee remotely related) as well those who are local government officials including the Mayor, Police Dept.( file a report) County Commissioners and Managers, etc. There is no reason why the major carriers and their 3rd party customers (who sell to the criminals) should be allowed to escape liability for their crimes. If all of us do this every time we get a call, there will eventually be meaningful enforcement.
