310-237-1466 CID "Culver City, CA" called my home phone landline June 6, 2016, 2:43 pm, Sylmar, CA.

I was not home to answer it, but IF I were home, I would have answered it to see what it was about so I could actually IDENTIFY the caller and report the nature of the call here!  It would be better if people posting here actually take the leap and say "Hello" so we can find out how this # operates, and whether or not it's a telemarketer, a scammer, or just a phisher looking for live lines to sell.

I had this # blocked under area code 818-237-1466, now these people are using area code 310-237-1466. Blocking this also. Wonder what area code they will use next?? ID caller reads 'Unavailable '. Pretty sure it's robocall !!!

CID: Culver City, CA - Phone # (310) 237-1466. 2:30 pm CA Pacific time June 8, 2016.  This is a VOIP autodialed call (robocall).  I picked up the phone on the 2nd ring and said "Hello."  3-4 second delay before a live male with a heavy foreign accent in a very busy and loud call center answered with "Hello?"
Me: "Who is this?"
Him:  "Ms. (my last name)?"
Me:  "Who are YOU?"
Him:  I am (???) from California Energy Associates...
Me:  CLICK (hang up)
Now you know.  This was the third call from the third different number for the exact same thing I have received today, and I answered all of them so I could help you all here.

This is a campaign by residential contractors (both legit ones and scammers) all over Los Angeles and environs who are seeking new business so they can take advantage of the new scam called the HERO program.  Their angle is to sucker homeowners into agreeing to have one of these companies' salesmen come to your house to try to hard-sell (high pressure sales) you into buying their WAY overpriced solar products or "energy efficient" home improvement products, and they lie their heads off about the HERO program to convince you to buy.

They take up hours of your time taking measurements of your house and talking about how solar works, and then more hours with a lengthy presentation about the HERO program, and then MORE hours trying to convince you to buy their products, calling back and forth to their "home office" to get "Discounts" every time you say "NO."  They discount it down to about 40-50% of their initial quote, which is still much higher than a typical solar system would cost if you found a legit contractor on your own and paid for it out of pocket.  They claim that their product and company is superior and "Saves you money", that it is "0 money down, and 0 out of pocket for the first year until your property taxes are due," and that the total cost is "applied to your property taxes over time so you only have to make one payment per year" and that "the balance can be transferred to the new owner if you sell your house."  They claim that it is "Not a loan" and that it will "Lower your utility bills".  All of this is a LIE.  First of all, you will STILL be paying your utility bills to the DWP, PLUS their COST of the project for materials and installation and cleanup will generally cost you TWICE as much as just hunting down a legitimate licensed and bonded contractor with good references and negotiating a fair price for solar plus installation, which is typically around $20K, and you should OWN the product, not LEASE it.  You can only get a LEASED solar system through the scammer solar contractors, which means you have to keep paying the solar contractor for it for the rest of your life or the life of the product.  You may as well not have it and keep paying the utility company for your electricity, because the solar company will cost you MORE per month, but at a flat rate that is guaranteed to increase over time.  It's really just a subscription like satellite TV, and you are renting the solar equipment just like your DVR box and satellite dish.  The scam contractor stands to gain a guaranteed massive profit for the job from mandatory payments that are attached to your property taxes through the HERO program, which must be paid off within the first 5 years, usually adding up to anywhere from $30-$40K, and they are guaranteed to be paid even if they do a crappy job and tear up your house or give you an inferior product.  Once that agreement is signed and they touch your house, you are obligated for that money, and if you don't pay it they can put a tax lien on your house and foreclose and take your house.  They say that the payments are transferrable to a new owner if you sell the house, but what they DON'T tell you is that is ONLY if the new owner ACCEPTS it, and if they don't then YOU are left having to pay it even if you no longer own the house.  It is a complete scam.  Anyway, this was a nuisance caller.  Don't answer this number, and block it if you can.
