This is a scam.  They make the call and give you a reference number and speak to you as if there's a compliance issue you need to address.  It's just a telemarketer.  Government calls will always give you a toll free number to call them back.  AND they give you their last name.  AND the name of the government entity won't just ring a bell, it'll be right.  

For example, this call was from the MS Affirmative Action Compliance Department.  Sounds official...but it isn't.

If you get a call from the Office of Civil Rights, take the call.  But this MS group?  I wouldn't buy their product at this point (even if it was a good product) simply because I know they are willing to deceive people to sell it.

This is an affirmative action firm, helping federal contractors with their outreach and other affirmative action requirements.  Interesting free consultation opened our eyes.  Great support to help us get our AAP in order.  Glad we took their call.

Although I don't necessarily agree with their approach to get people to return their call, they saved my you know what!
When at first I spoke with  a gal named Linda (just to be polite) I said thanks for the info and hung up. About a month later I got audited.  I own a small construction firm and receive federal money. The agent gave me 30 days to meet their laws. I called Linda and got everything in place before they had a chance to stop my contract. I passed the follow up audit.

Interesting that you searched the web for this phone number, and posted your happy camper news on a site that is concerned with scam phone calls, and you posted just a few minutes after "Janice" said the company was a good one.

Y'see, if what you described REALLY happened ... if you really paid those folks money, you too were scammed.
