Who called from 3104954076

Got a call on my cell phone.  No one spoke when I answered.

Called at 4:15, left no message. My iPhone said its from Culver City, CA

I answered, and it was a recording about getting up to 80% of of my utility bill.  Sure. Sounds like a SCAM to me.

Had a call two days ago with a text to "call back when I leave" thinking it was my wife, I called back and hung up as soon as I heard the FCC disclosures.  Today I get an alarm text message to call that number again

Received a call @ 4:03pm 3/5/14. Did not answer and no message was left. Who are these people?
