got a call from this number @ 10:34am on my cell phone.  I didn't answer because I didn't recognize the number and I don't give out my cell# routinely

no message, no caller id, now blocked

No message .. just another PITA .. (pain in the [***]) and what, if anything, does this
say about the infamous "do not call" list?
