Bottom feeder debt collector shop trying to pose (rather lamely) as a legal firm. They leave a hilariously low quality recording that gives an imperceptible and mispronounced name of someone who has zero association to the number called. I really wish I could find exactly where these MF-ers are calling from.....

Something you might not know about Texas tickets (and why bottom feeders try to collect from these - in Texas anyway) Whomever issued the ticket (city cops, county mounties or staties) have to swear out a legal complaint no later than two years after the issue is unresolved - beginning on your court date. After that statute of limitations, the issuing legal agency must remove them from their database and nothing will happen to you (other than maybe having it on your driving record, but you cannot be arrested unless a criminal complaint has been filed. Then some idiot collector thought of purchasing all that outstanding "papeer" on which no complaint was filed and bug you for money just like the zombie bill collectors. It's all profit to these scumbags past the fifty bucks they pay for the thousands of pieces of paper they bought.
So don't worry. You won't get arrested. Of course there isn't really much you can do if they repeatedly call you, is there? But at least nothing happens past the nuisance.
