Definitely a bad player. This number called my cell. When called back I received a recording asking for date of birth, social security number and full name under the guise of the "opt out" program. I hadn't called the "do not call" number for over a year. Very slick recorded voice but I believe it's a more sophisticated version of Phishing.
Rec'd the call on my cell, ignored it, and returned the call a few minutes later. The recorded message said I had reached the Consumer Credit Reporting Industry's "optg in/opt out" number and then gave me three choices regarding future calls. I chose the option to never be called again.......and then I was asked to leave my social security number to confirm. Rather than leaving that info, I left them with a slew of vulgarities. Sue me, baby.
What To Do When You Get an Illegal Robocall; http://www.ftc.gov/bcp/edu/microsites/robocalls
1. Hang Up. Do not press 1 or any other numbers to get off the list and NEVER call them back
2. Consider blocking the number or on a cell phone add it to a contact list and assign NO ring tone
3. Report it at http://www.fcc.gov/complaints
4. Report it at https://www.ftccomplaintassistant.gov
5. People should continually file complaints with their Attorney Generals office
6. Report any criminal activity to the FBI here: https://tips.fbi.gov
This is an all out attack from these scum suckers! EVERYONE should be reporting them everywhere that they can. Since this is an obvious attempt at identity theft and is interstate, the FBI should be forced to get involved.
getting really frustrated with these idiots keep calling my cell. No message left and I will not call them back. More and more are calling cells. Never had so many different numbers calling before. Reporting doesn't help.

Do-Not-Call Implementation Act of 2003 (Public Law No. 108-10, was H.R. 395 of the 108th Congress, and codified at 15 U.S.C. § 6101 et. seq.), sponsored by Representatives Billy Tauzin (R) and John Dingell (D) and signed into law by President George W. Bush on March 11, 2003.
Telemarketing calls were commonplace decades prior to the existence of the "TEA Party"
Really want to make a guess as to the political party affiliation of the Detroit crooks making these calls?
