Here is what I found out from someone else that was getting calls from this number and what it is called. Here is the link. I had called the number back and got the name and googled it.Here is what I found.

I got a call from this number for the first time the other day. They didn't leave a voicemail. When I called it back it said the number you have reached is out of service. And then today I answered it and it was quiet for a second and then the music started. Its really creepy..
