Here is what I found out from someone else that was getting calls from this number and what it is called. Here is the link. I had called the number back and got the name and googled it.Here is what I found.

Just got a call, the guy informed me that I won $1000 shopping spree and he wants me to do a survey, which ultimately leads to my credit card number. As I told him I have none of either debit or credit whatsoever, he hung up on me. This is definitely a SCAM. I wonder how did they get our phone number because yesterday my bf had the same problem and he almost got charged for his cc.
I got a call today from 313-450-1391 it said private name and I do not answer those. When I googled the number I found this complaint board. I am so glad I did not answer the phone! I have written down all these numbers and will add them to a list I have going. I get so many of these harassing phone calls! I bought a whistle and now when they call I blow the whistle into the phone. One number stopped calling for 2 weeks after 4 whistles in 15 minutes but I guess they forgot as they called me again today. Has anyone gotten anywhere with these complaints?
