Call blocker might be of some help. Also don't pick up on numbers you do not recognize, or where there are caller IDs that seem odd. Or where there is no caller ID. There’s no way to stop the calls from being initiated. Calls originate in India and Pakistan. The US government can't do anything and the local governments won't do anything.
We just got this call too. Exactly the same details - pay $200 for transaction fees in order to collect your $9000 grant.
Once I started questioning him, he first said, your line is breaking up, I cannot hear you etc and he hang up on me.
Be aware! Lyers!
Scamm call asking for $200 fee. This number and a DC (202) number needs to be investigated by police department.
They asked me to call them at 315-314-3200
Was told $9000 for personal grant, because I paid my taxes and was not in trouble with the law in the past six months. I needed to call the 315-314-3200 number to set-up Western Union transfer, after refusing to give out bank account. Wanted to know how to pronounce my name to verify my name being correct on their end. I refused and she said that was okay.

a very un professional lady with accent called and wanted to give me government grant money that I qualified for. She was fishing for information of which she got none. I asked her to repeat why I was getting the grant which she did and then fumbled a bit when I asked her my information and she guessed at it saying your single and 18 and bla, bla. Nice try scammer guy, but my money and I are tight and sticking together.
