I got called twice.
The first time I missed the call. Try to call back, without success.
Then they called me in the afternoon, but the connection was so bad, I couldn't understand who called me or what it was...
Both calls were in the Netherlands, though I have a number from Belgium.
Same here, I didn't accept the call and put it in my auto-refuse list right away. On the Dutch site for this number, several people have reported an attempt to be scammed for money (they offer you some care package, if you transfer some money to a bank account) or phone fees (your phone is connected to a number abroad, while you pay the costs of dialing that number).
I'd suggest not answering it, blocking the number on your phone and filing a complaint at your service provider so they're aware of this problem and can act on it.
