Do consider getting a call blocking device or phone.. You can google them and many are around $40.00 or so.If its a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number.

On October 26, 2015 received a call from the above number at 1:49 pm. I did answer a recording told be I owed IRS and to contact the same number that called me. However, I did not returned the call because I knew I did not owe IRS anything.
Again, on October 26, at 5:06 pm received another call from the same number with the ID as Cell Phone IN. I did answer again. The same message again saying that I owe IRS. I was watching my local news and the Newscaster announced that the IRS Scam was again going around. Our BBB was contacted by several people and the public was notified of this scam. I did go to the IRS web site and was not able to find the correct information to report this scam.
