they are telling me that I was over paid after I got out of the military and I owed that money back. They tried getting my banking information from me. I have never gotten mail or a phone call from anybody from my previous command. They had no answers for any of my questions I asked and were very rude with me

Unfortunately, under 15 USC 1692c of the United States Code, they are allowed to call you as early as 8am & as late as 9pm.
