Who called from 3199844006

I answered the first call and the automated message said it was a student loan forgiveness program. I hung up but then called back to tell them to take me off the list, and it only gave me an option to press 9 to be put on a do not call list. Then it said it will take up to 72 hours to take effect.

Scam Windows operating trouble?? I Hung up and am reporting it

A canned voice message that came in on my cell phone said, "many can qualify for this program and can benefit from this program, please press 1 to speak to a live agent now.  Goodbye"

Another garbled message asking me to press 1.

missed the call, left a canned vm message, the number appears to be actually registered to a human (or was at some point) if you google it
