Consistently get a blind - dial "Unknown Name" with 321-304-9999 as the id.
Pressing any button seems to put me in a queue to talk to someone, but never seems to go thru.
I'm on the do not call list, which would be enforced by the government, excepting that the entire bureau has been gutted by the last administration. Not to worry though... when I find the location...
Got a message on the answering machine from this number - caller ID read "321-304-999, Florida." The robo-message started talking before my recorded greeting ended so I didn't get the entire message, but the part that I did get indicated that I have a limited time to contact them to negotiate a lower interest rate. I don't know who they are or represent, what I might be able to negotiate on (credit cards? mortgages?), and how low of a lower interest they are talking about. Because the first half of the message was cut off, I don't know if they asked for any of us (several different people live here and use this phone) by name, if they identified themselves, or what phone number they (might have) left to call back. I do know that over the past 48 hours, I've gotten several of these 'spoofed-like' phone numbers showing up. Some of them have quite scary message boards associated with them: the scariest being 416-971-2222 which, apparently (if what I read on 800notes is correct) routinely threatens to arrest people, cause them physical harm, and cause harm to their children, spouses, etc. and who, if 800notes is correct, have accurate information (ss#, address) on the people that they call.
These are crooks trying to scam people out of credit card numbers. The FTC is working on trying to shut them down. They are spoofing their caller ID and are using various fake numbers, so it is impossible to effectively block or trace them. The "truth in caller ID" act of 2010 would have helped, but it never became law.
Answering to tell them to stop calling you is pointless since they are criminals and will not comply. If anything, you will get added to a 'live person' list and receive even more calls. Answering to waste their time might help, ... for instance, pretend to be interested but give them bogus credit card numbers. If enough people wasted enough of their time then their scam would be less lucrative.
For those of you who have comcast, you can block these numbers from calling you. Go into your acct, click on "voice", click on "call manager", click on "call screening". Input the number you wish to block. From that point on, if they call again, it will automatically be rejected with a message to the caller stating that your phone number does not accept calls from xxx. It may be tedious, as these scammers use several numbers, but I have not received any calls in quite awhile (knock on wood), so it must be making some sort of difference.

This "Spoofed" number, fake name and many other numbers are being used by "Debt
Collectors." Prime examples are: CRSI out of California, Complete Credit Solutions out of
Texas and Progressive Financial Services out of Tennessee. They are attempting to gather
information to create an account with someone by getting a credit card number or account
number. These particular places have already drained many peoples bank accounts.
