Called my cell phone. Left no message

Called my cell phone while I was at the DMV paying a speeding ticket so I didn't answer.  Just let it go to voice mail so I could listen to the message later but they didn't leave no message.  So I called the number back when I got out of the DMV and no one answered.  I called the number back again and let it ring like 20 times and still no one answered.  I called the number over and over again for about 6 hours letting ring constantly each time I called and no one ever answered.  Texted all my friends to call the number over the next couple days and let it ring as long as they can.  Also posted on facebook to my 312 friend to call the number and let it ring if no one answers.

No message, no answer. Why do they call?

Called and left no voicemail.  Other variations of 321 numbers have spammed my CELLphone lately too.  Be aware! Seems fishy.
