Another scammer using automation tools, to gather active phone numbers for the purpose of exploiting for profit, as that's their purpose.
The cover stories change, e.g., foreign speaking person, a bogus survey, selling solar panels, etc., hoping to get a resident to expose their personal information (including validating their phone number is active). Any response, call-back, etc. to these unknown strangers/scammers, enables their enterprise.
