For those of you asking how someone can leave a vm on your phone without making it ring, Lu answers this question if you go back to page 2 and read the comments there. According to Lu, an app called SlyDial lets you leave a message without ringing the phone -which would be fine if it were from a friend, but it's creepy from a telemarketer/scammer!

"Hello KCMO2. That definitely is a phishing scam site, so good eye and judgement in not visiting that site. With regards to a possible block this may work: if your phone allows you to block a contact from your phonebook, create a contact for Slydial using this number - 267-Sly-Dial (267-759-3425)
This may work, and is worth a shot.

My cell phone doesn't even ring but I see that there is a VM left .... it is from 347-215-3027 ,,, guy named Charles saying he is calling to check on my Obamacare enrollment ... he is calling from my neighborhood Obamacare Enrollment Center. First of all, if he was legit, he would say Affordable Care Act .. and second, I have NY exchange on my cell but no longer live there. He says he is following up on message left on his desk and even provides a reference number. Call back number is 888-575-1448. BLOCKED BOTH!!!
Received a vm without a missed call from this number. The cm said his name was Charles, sounded real, and that he had my number on his desk to call me about "Obamacare" and said my registration number was E477 and he wanted to go over things with me to prevent tax implications. Left the number 888-575-1448 for me to call back.
I was half asleep because this happened during my Saturday nap time!! Lol I called back irritated and discovered it must be a scam. It puts you on hold and then hangs up after about 30 seconds.
