Same message as many others have noted - ends with a threat that "ignoring this will be an intentional attempt to avoid appearance before a Federal Magistrate Judge or a Grand Jury for a federal offense...." The message was a very poor quality echoey recording, and difficult to understand.
Scam. Says to call or enforcement action for a Federal Criminal Offense before a magistrate judge or grand jury. Have always wanted to be seated on a grand jury. Maybe someone will track David Gray down and we can ask him how he likes the US legal system? Thanks for 2 calls with two different numbers and same lame message.

There is an extreme echo of the recording and background noise, almost like he recorded the message from a concrete room, like a prison cell. He also seemed to have a foreign accent, such a British or South African.
