Got that call too. She called me five times before I blocked her. I got three voicemails. She claimed to be from IRS and ask me to call her back on her cell in hours to give her my physical address or I'll get arrested. I thought it would be scam at first thought because, hello, that's an unrestricted NYC cell phone number! NYPD, please investigate and arrest her, or if she's a foreigner, please deport her.
A woman named Esther Rose called claiming to be from the IRS. She said they sent a letter a month ago which I obviously never received. She claimed that I owed $3,800 so she was sending the police to arrest me and that I would spend some time in jail. She had an Indian accent and it was very noisy in the background. Total scam.
A woman with an Indian accent called and asked for me by name (first & last). She identified herself as Magda and said she worked for the IRS. Then changing to a stern voice she informed me that I owed the IRS money and if I didn't pay immediately she would send a Sheriff to arrest me. I told her the IRS doesn't call, the IRS send certified mail. I called her a scam artist and hung up. She called back immediately and I said don't call here anymore I'm calling the police on you, and I hung up again. She called me back 24 times within the next couple of minutes. I put her number on block. 347-304-9008 underneath the number it identified the call as from New York.

Same person called me multiple times from 347-304-9008 and 347-394-4171. Here is the actual transcript of the voicemail message she left both times, with [...?] in place of words I would not make out:
"This message is meant for [First and Last Name]. This is Ester Rose calling you from the Investigations Department of the Internal Revenue Service. This call is in regards to a warrant for [...?] issued under your name. And also, there are some [...?] charges which are likely to be pressed against you. So, before we start off with the legal action and get you arrested on the charges, make sure you give us a call back as soon as possible on my department call back number which is 347-304-9008. I repeat 347-304-9008. Now, if you fail to get back to us in the next couple of hours, then we will file [...?] with your local police department and we have to get you arrested. Now if you don't want any of this legal information in your name, make sure you give us a call as soon as possible. Thank you, and have a good day."
