There will be no government action on these scam robo-calls until they can be effectively separated from the "legitimate" robo-calls from politicians and charities. Just don't answer any of them unless you can clearly ID from whom they are coming. If unknown, block the number if your telephone service gives you that option. That's about the best one can do.
