they call i block the number and they call again using a different number. You block the new number and they use a sifferent number. You add yourself to the do not call list and that never helps and if you happen to fall for a scam online they have the right to call you your number even if you are on the do not call list.
Some Indian guy from Charles Bank saying I was approved for a loan of $6,000 five minutes ago. I never applied for anything and he mis-pronounced my name. I told him I never applied for anything. It's insane how he knew my name (despite not learning English well enough to pronounce my name) and was looking for a MR. So-and-so. He apologized for the call and hung up.

Go off the grid?Trash all your phones?Communicate by smoke signal, and hope you do not burn down your house?Bame the gummamint?Become a modern-day Luddite?Some other, equally silly alternative?
Please show where this is written in law.... "If you happen to fall for a scam online THEY HAVE THE RIGHT TO CALL YOUR NUMBER even if you are on the do not call list."
I do not think this meets the "prior relationship/business" standard.
