idk who they are it was just noises in the back ground talking and no one said a word I just want to know who this is

This called about a free $9,000.00 grant from the US Government. They were a representative of the US Government Grant Department. Gave a call back # 360-591-7171, which I didn't call. The Feds do not cold call and hand out money!!!! They were of Indian descent with a pretty heavy accent.
