I received a call from this number today. I don't answer CAlls from anyone except my family (kids or their dad) and I was actually sleeping. And not recognizing the number when I saw I received a call... I looked here first. Figured it was a scammer .. I wish they were heavy breathers lol

What you have described sounds like an overseas scam. The problem with operations like this is that they are next to impossible to shut down unless the country of origin is willing to get involved.
Got this call on my cell phone! Did not answer and have blocked it but I have had this cell phone # for 10 years and in the past week have gotten 3 calls from I working #s when I attempted to call back. Bummer
Definitely an unwanted call, but get calls from that area code often (notice my name), so I answered. Definitely an automatic response, asking/telling about insurance law changes. They were tricky with the voice they used which changed and sometimes in fact sounded like a real person talking vs. automated voice. So, instead of answering their questions, I said "I'd like to speak to a real human being." They responded (in an automated voice) "I am a real person". So I asked them how the weather was... I got a "sorry for bothering you" automated response and they hung up. As annoying as that call was, it was kind of fun to get them to hang up :)
Got a call to my 360 area code cell phone 5/24/16 @9:13AM. Answered and all it said was "To Accept Press 1, To Leave a voicemail Press 2" multiple times. Didn't press any numbers and it eventually hung up.
