Recorded voice trying to trick you.  Something about insurance rates but is obvious scam.

I answered the phone...no response.

I called the number back and it just rang, eventually it gave a busy signal.

It's a fairly local number, so I answered.  After several "Hellos" someone finally came on and introduced himself as Jason from the National Insurance Foundation.  I just hung up.
