Someone/company is using unsuspecting people's' cell numbers to route their scam calls through. When I answered, a pre recorded message started with "you've won a feee vacation" and so forth. I eventually hung up and called the number back. It was someone who works for the Whatcom county sheriffs department who had no idea these calls were going through to people and that they are using her phone number. I get these calls often and they're always routed through a 360 area code cell phone.
