don't have to have credit to be valuable to an identity thief
i've already witnessed an identity thief use a stolen no-credit identity and actually build credit to set up the theft. the victim, if they even notice something weird is going on, doesn't complain because the credit score is improving, and then gets hit with the damage. longer to set up, but potentially much bigger payoff.
another scenario i've witnessed was using the stolen identity for money laundering. again, usually no noticable effect until the police break your door down and arrest you because your identity is being used for money laundering.
