Yes, I can help. If these idiots are calling your cell, the best thing to do is set up a New Contact and label it "Spam Calls" (or something to that effect). In addition, you will want to assign the contact a Silent ringtone (if your cell doesn't have a silent ringtone, you can easily download one online). Everytime you receive any calls such as this, add the numbers to your "Spam Calls" contact. At least that way, all the calls will be silent & you'll get a good laugh knowing they can't bother you anymore!
If the calls are coming in on your landline phone, I highly recommend investing in a Digitone Call Blocker. It had great reviews online & the shipping is free. It is a little pricey ($100) but they have very responsive customer service and the little unit is worth its weight in gold! You can block up to 80 numbers and you can also block entire area codes!! Your phone will not ring when the spammers call and you can update the numbers on your blocked caller list at any time. Probably one of the best investments I've ever made (*I am not affiliated with them in any way....just love the unit). Best of luck to you. Hope this helps!
