I too received a call from these people today. I did not answer.
Surveys, Charities and Companies you have done business with in the past are exempt from the do not call list requirements. In fact, since any company can purchase the list, having your phone number on the list provides a known good number to any Survey or Charity (not to mention the scammers).
Again a good intent done badly because politics got involved.
I buy a telezapper and leave it on the phone around election time. It tends to stop the robo calls but it's even becoming less effective.
