Political call or charity solicitation calls are exempt from the do not call list. They can also call if you recently did business with a company and signed or verbally agreed, including "partner companies". Companies are getting good at hiding the agreement in the small print.

We need a do-not-call list with NO EXCEPTIONS and severe penalties to anyone who calls anyone on the list. Those penalties would need to be in the form of heavy fines so that the government would be motivated to enforce the law because of increased revenues from fines. for the period of time needed to put an end to these types of calls which are not only a nuisance but are often fraudulent and enable criminal activity.
