The DNC complaints is a list for all agency's to use. So its useful for all the agency's, state & Federal. It doesn't and can't protect you from your callers though. No law would stop the criminals, scammers and frauds from doing what they do.
Consider buying a call blocking device or phone..

I get calls from this number at least twice a week for the past year. Message claims they're offering low-rate credit cards. If I "press 1 to speak with a representative," I immediately ask for their company name and ask to be put on their "do not call" list. Not only do they not identify themselves, but they immediately hang up. I'm sick of these scam calls. Can't something be done????
They always call my cell phone, offering to lower my interest rates on my credit cards. Since none of my cards are linked to my cell phone, I know it is a scam. When I asked how they got my phone number, the rude lady simply hung up on me. I never give my name, but ask them who they are trying to contact. When they mention credit card services, I ask them which of my credit cards. I ask for the last 4 digits of the card they are inquiring about. Last week, the man on the line praised me for keeping my minimum payments up to date on my card, but was not able to identify which card, the last 4 digits, nor my name. What they are after is your credit card number so they can scam you with unwarranted purchases.... TOTAL SCAM!
