This is a 3rd party telemarketing company trying to "qualify you" for lower credit card rates. It seems like it's proactive Debt Counseling or something of that nature. I actually answered and played along and the guy was rude and refused to divulge any company info so it was obviously a scam!
I just got one, and reported it to the FCC. I encourage you to do it too. Hopefully they'll nail the SOBs.

Just got a call from this number for the first time 5 minutes ago. They left a partial vm "There is not a problem with your card. It is urgent that you call us....." then call was disconnected. SCAM, Phishing! My cell # isn't listed with any of my personal business and I don't use credit cards. My advice - Don't answer and don't call them back.
