Scammer that calls businesses and tries to claim that they are in violation of OSHA rules unless they buy a product. Report to FTC!

Here is what I suggest:

Create an ad (advertising anything) on Vancouver CraigsList (http://vancouver.en.craigslist.ca/) and use their number and extensions in the ad. This should load their phone system for a while. Also probably good to use the 866 number (1-866-530-8472 ) in the ad as that will probably cost them money. I would suggest advertising something popular that will cause a lot of traffic.

Actually you should use the Portland Craig's List at http://portland.craigslist.org/ since it is Vancouver, WA.

I have receive a call from this number once a day around 3:30pm for the last nine months.  I just ignore the number when I see it come across the caller ID.  But I still have to go into my messaging system and delete the call which get tiring - and there is never a message left.
