Who called from 3862694728

This number has all of a sudden started popping up on my cell phone.  They do not leave a message.  When you try to call back, once again, you get only a busy signal.  Very annoying.  Please identify.

They call my phone and my wifes at the same time.

Stated his name was Ken Cage, called using a local number.386-269-4728.  Then have gave a call back number of 877-699-3690.  When ask if the 877 number was the number he was calling from?  He said yes.

Go Figure.

When looked up the 877 Number it was a Debt Collector.
