same thing happened to me! and I live in Norway as well.

I've been getting calls from someone with +21 and +24.
Like WTF. I haven't given out my number to anyone in atleast 12 months!
I am almost certain that there is a BOT on a social media site, for example facebook, which gathers up everyone's phonenumber.
I believe it is the same guy calling (I might be wrong) and he is hiding his true number, by using fake ones, and from fake positions.
I haven't picked up a call like that yet, because it always called when I was doing something else more important than the phone.
I believe it is from somewhere quite far away, perhaps USA or Austrailia, maybe China or Japan as well. It is also possible that russians are involved.
If it is americans, it might be a scammer, it might be some damned hacker, it might be the someone that works to gather intelligence.
Been called twice, in the middle of the night both times. Live in Norway, thinking that I have registered my number recently to go to some free marketing events that are held by foreigners, could that be it, has anyone else done something like that?
