Your characterization that the US DNC works is far from accurate. They do not f/u with complaints and the number of exceptions to the law renders it further ineffective. I have basically stopped answering my phone. As far as call blockers are concerned, they might have a role, tho they too have serious limitations in their functioning given the abusive telemarketers behavior.
Got 3 calls in 2 days and they are all spam. FTC and FCC don't do a thing sooooo I now call my phone service provider and [***] them out. If you can FaceTime, get email and txt they know how to stop it but as long as someone ( provider ) is making $ it will continue
