You have the right to send a cease and desist letter so they must contact you by mail only.
As to the don't call because they'll have your name and phone number, they alreardy have the number. To send a cease and desist, you have to give your name and address.

These letters are the law and if the company doesn't do as you ask, they are in violation of the law. That's a suit and big payments they'll be making. Particularly if there is a history of the violation.
Make sure you have copies of every thing, and what ever you do send it return receipt.
BTW BBB is useless to do anything about anything, they have no power to enforce anything.

It's ARS National Services, and I don't remember signing ANY kind

ARS doesn't buy debt, idiot... we service debt for the client... whoever you had the card with still owns it... do some research, jagoff.... everyone pays in the end... if you don't have them money, you don't have the money... but half of these debtors tell us they are broke when i can clearly see on their credit report that they are having no problem making the payment on their 2 homes, their 3 cars, and the boat...
