Said they were a breast cancer fundraiser they new my name but I told them I didn't have time right now I called the number back and got a answering machine that said if you don't want to participate in fundraiser press 1 if you wish to end this call press 2  and that was it, seems  strange.

Fund Raising Center called my home at 8:54 pm.  No message left. I found that it was the Fund Raising Center because I googled the number.  I do NOT appreciate these late evening calls from telephone solicitors, charity, or political callers.
These people are quite bold and have some nerve calling numbers of people they do not even know and  assuming that the recipient is  going to welcome their call.  Hopefully, some day soon , we will have an answer to this phone call harassment  and will be able to put an end to this bold behavior.

Now for broader discussion .... Charity calls are commonly placed by a commercial fundraiser, such as Associated Community Services, Dial America, Donor Care Center, Donor Services Group, Harris Direct, Horizon Marketing, InfoCision, Insight Teleservices, MDS, and TeleFund. Like all non-sales calls, these are exempt from federal and most state no-call registries, even though the call centers executing the recurring campaigns are very much for-profit and pocket most of what is collected.

At times the ''charity'' client is itself a closet profit enterprise, compounding the deception. Never forget that "nonprofit" is a tax category, not an indicator of actual earnings and not a guarantee that anyone who deserves your generosity will benefit.

As commercial entities, the hired call centers are expected to honor an internal no-call list and add any number upon request. Break that order, the FTC declares, and ''the telemarketer may be subject to a fine of up to $16,000.'' They can also be spanked for excess call abandonment and calling outside default hours.

Because the amounts collected are rather small, these call centers are quite motivated to repeatedly hassle you. The worst of the industry will "reload" a donor multiple times a year, preferring forgetful and easily confused victims. Most if not all such phone farms assume that your no-call order, when given verbally or by keypress, conveniently expires when a client's campaign ends.

In comments from November 2012 and June 2013 linked below, I've discussed simple steps I took to rid myself of a major pain fundraising boiler room by politely rubbing its face in federal laws. You will note that I never rely on verbal cease-communication demands.

"The Fund Raising Center" is an obfuscating alternate name for Courtesy Call, Inc. in Las Vegas. From Autumn 2013 through Summer 2014 they called here repeatedly from Nevada and Rhode Island numbers. At the time the begging campaign was for "Breast Cancer Research and Support Fund" in Pompano Beach, Florida.

This of course is one of endless soundalike "hero charity" groups, all of them reeking of fraud. CCI appears to specialize in this category, which invariably includes breast cancer survivors, wounded police, and fallen firefighters, or at least heroic symbols thereof. CCI reps reportedly become hostile or can't wait to hang up when awkward questions are raised about where the donations go and the danger of pledging money to strangers on the phone without any paper to read first.

CCI often abandons its calls before recipients or their machines can respond, adding potential FCC "safe harbor" violations to an already dubious record. The script-bound lady I tangled with last year dodged my questions and refused to provide a mailing address for "security" concerns, then hung up before I could issue a verbal demand for placement on internal no-call. Now that I see this number has been pelting me a few weeks, I should have done my usual follow-on of a written demand via Certified Mail.
