This number was an automated call from cox cable to see if my service issues were resolved. It also gave an opportunity to talk to a representative. No sales or debt issues involved in the call. It did attempt to call me twice before I was able to answer. Hope this helps someone else to know what this call is.
This number is the local access number for the greater Cox 1800 Line (They make you think your talking to someone local). Usually from my experience when you receive a call from them the automated system calls you not an actual person. The automated system then waits for a person to pickup and speak with you. This would explain why they don't leave messages generally as the computer does not know what to say. They has also called from this number to find out what my experiences were with a technician.
